weekends on the water, people like to be out and about, enjoy the last weekend of summer, people like to be out on boats. conditions can get dangerous this weekend with hurricane earl fast approaching. they're securing boats with extra lines just incase. that's what they recommend boat owners do as well. coast guard officials warn people should stay off their boats and out of the water during the storm. risk of shifting tides and high winds could pose a big threat. >> reporter: we recommend during this event you stay off the water. there's too much to risk. >> reporter: once the storm has passed and you decide to go out and enjoy the last weekend of summer, the coast guard recommends you file a float plan. let the coast guard where you're going and when you plan to be

back that way if they don't hear from you, they'll know where to look. hurricane earl is taking aim on much of the east coast. >> reporter: hurricane isabel hammered the east coast in 2003. you can imagine what it's doing for people along the chesapeake bay. they're shifted schedules in preparation for earl. they're calling on no one with limited mobility to let them know in advance if they need help should they need to evacuate. the tidal surge in 2003 swamped morris island overnight. many people are still rebuilding from hurricane isabel. >> tying their boats to the pier for the high winds and high

headquarters of the discovery channel cable tv network in montgomery county ends with gunfire. james lee was armed with a gun and explosives when he walked into the building yesterday afternoon. he took several hostages for several hours. it ended with a sniper taking out the suspect. the suspect was shot by police officers. the device um, appeared to go off uh, the hostages, there were three hostages, all the hostages are safe. >> the hostages, two employees and a security guard weren't hurt in the four-hour standoff. jury selection is scheduled to begin today for the three men accused of killing ken harris. the men are charged with first degree murder, assault, handgun and robbery violations. they're all accused of gunning down the former baltimore city

we're all chasing earl this morning. we want to go live to atlantic beach. emily schmitt is out there live. if you know the outer banks at all, the beach is out there all alone. >> reporter: we are about as close as you can get. before you can see the water, take a look at this, they're barely moving in the wind. if you didn't know earl was coming, we wouldn't believe it, but earl is on the way. as the winds will increase, so, too, will the pace of preparedness. everyone in this hotel got a

letter pushed under their door. mandatory evacuations are beginning for tourists. the latest figures show us that earl is getting faster, earl is growing in size, up to 500 miles across. extending hurricane watches to a larger part of massachusetts. shows you what a huge geographical region we're talking about. north carolina's governor says earl is on the way, roads are starting to clog up here, people are beginning to move out. there's also other preparedness going on. they're setting up emergency shelters, boarding up homes and pulling out the boats to safety. fema has stepped in. sent 300,000 meals to get ready in north carolina. something they do to get ready for things. they're sending supplies up to massachusetts. one other development overnight, president obama actually issues

an emergency declaration for the state of north carolina doing everything officials can to try to get ready for earl now, knowing that all too soon, no one can do anything but sit and wait to see what earl has in store for us. reporting live at atlantic beach north carolina, jamie, back to you. >> i don't want to put you on the spot, but what's the closest bridge to you. are you seeing more and more traffic? people trying to get out now? >> we're not seeing traffic yet, this came in overnight. people haven't quite moving their plans up yet. people are going to feel impetuous. they want everybody out of here by 5:30 this afternoon, all tourists out of here. the bridge is low-lying. if the water surge comes in here, this area where i'm standing isn't a place we'd be able to stand if that happens.

the hurricane force winds extend 90 miles away from the center. the tropical storm force winds go 230 miles away. there'll be stronger winds felt on the lower eastern shore of maryland. let's show you 145-mile-per-hour winds moving north, northwest. beginning to make turnicate. when it starts to make the turn, that's crucial. it will determine how close it gets to the outer banks. tonight through tomorrow morning, just after sunrise and then passing through ocean city or past the shores of ocean city, we're going to be in that wind field, heading through tomorrow morning. especially around sunrise and into the early part of the afternoon. hurricane force winds and deep orange shading, tropical storm force winds, perhaps easton,

cambridge through salisbury. could clip marthas vineyard and cape cod, this is the timeframe between sunrise tomorrow and lunch time. we'll feel the worst effects of ocean city. that's the weaker side of the storm. stronger side on the right side, that's out in the open waters. forecast model indicating the outer rain bands tonight across the carolinas and outer banks. just beginning to clip ocean city. this is around sunrise. watch the eye pass itself offshore. should still be about 150 miles to the east of ocean city. 40 to 60 mile-per-hour winds. maybe higher gusts, definitely going to see a surge of a few feet and minor flooding. nice weather for us towards the weekend. temperatures today, because of the wind off the water, 83 off ocean city. 85 in bethany. tropical storm warning through
